you are right. i often forget to compare with the average
average lowest - 8,1 degrees
average highest - 3,3 degrees
for the official snowfalls we consider snowy days if it snows for more then 1 hour and then nothing else for instance overcast. if we can see few flakes we don't report them and we consider it as overcast.

You have measure daily temperatures every hour? or every 3 h? or 6 or integrally?
Ah! good! but I don't know if we can compare this way with other zones in the world....

average temperature was - 5,9 degrees. Temperature is reported every 10 minutes in the rainwise database and it is updated every 5 seconds on the consolle display inside. Only in winter with low temperature I verify a slower speed of the update of the temperature. Sometimes the cable fails.
for the falls I also now my italian friends officially consider rain even if they see only 0,2 millimeters of rain

you have to consider the quality of the fall and not the covered surface because snow can melt soon on the ground but officiallly it is snow.
for instance august 2nd i had snow for 1 hour that it didn't remain of the ground of course. i considered a snowny and rainy day.

It was an another question about the snowcover, because it can be different between countries to count the days with snow on the ground....
Some countries count the days when they have 50% or more of some primeter of the station....perhaps at Norilsk you have more conditions.....in others countries less conditions....
it's difficult to compare the result between differents countries......no standard in these things....
